We built this piece with a tiered ruffle outer layer over lightweight inner shorts. The elastic waistband pulls on flat and holds without binding. Milk Coffee is a warm, grounded neutral that shows the motion of the pleated hem.

Tiered outer skirt. The double ruffles flare out from the hip down to a wide hem. Pleats give the woven fabric natural sway as you walk, while the inner lining stays close underneath.
Inner shorts lining. Built-in shorts sit flat against the leg to keep the full skirt from shifting out of place. The fabric stays lightweight so the piece does not feel bulky at the hips.
